Red Tornado is a legacy codename that has been given to a few individuals in the continuity.

The first Red Tornado introduced in the Golden Age was Abigail Mathilda "Ma" Hunkel, a member of the Justice Society.
The second and more notable bearer of the name is John Smith, an android super-hero with wind-manipulation powers in addition to incredible strength and speed. His cybernetic body was created by the super-villain T.O. Morrow, although he is actually a sentient wind elemental named Ulthoon powering the robot. Despite his mechanical nature, he has a human wife named Kathy Sutton and a daughter named Traya, residing with him in Happy Harbor. He is primarily a member of the Justice League, although he has also been a member of Primal Force and Young Justice.

The codename Red Tornado was created by Sheldon Mayer, first appearing in All-American Comics #20 (1940). The character John Smith, who bears the codename Red Tornado was created by Gardner Fox and Dick Dillin, first appearing in Justice League of America #64 (1968).
