Red Tool is Wayne Wilkins, a vigilante obsessed with Harley Quinn, to the point of stalking her. He eventually kidnapped Harley and attempted to marry her at a local church, where he had kidnapped some witnesses and the priest to perform a marriage ceremony. This plan would quickly fail, however, Harley did start warming up to him after that and they are now close friends. Red Tool does not feel pain, thanks to the fact that he had a surgery that removed a brain tumor and parts of his amygdala. His left arm has also been severed and replaced with a stronger, more durable bionic prosthetic.

Red Tool was created by Amanda Conner and Jimmy Palmiotti, and first appeared in Harley Quinn (Volume 2) #3. (2014)
