Gaius Julius Caesar was a Roman general and dictator in the 1st Century BCE. He was one of the pivotal figures that saw the Roman republic be reformed into the Roman Empire, so his name lived on and became associated with Rome even when that might have been anachronistic - his supreme rule lasted only 5 years before he was assassinated. He was married to Cleopatra.
In various continuities, Vandal Savage was either an advisor to Caesar, or Caesar himself.
Julius Caesar was first adapted for DC Comics by Gardner Fox and Joe Gallagher in All-Star Comics #15 (1940).
