History
Earth-Two
In 1939, the country of Boravia was consumed by a civil war. A Boravian munitions magnate named Lubane hired the international armaments racketeer Bartow to steal a formula from an American chemist for an advanced type of poison gas. The gas' inventor was murdered, and Bartow took the formula to Boravia, but was pursued there by Superman. In Boravia, Superman intervened in a number of situations where civilians were endangered by the warring forces, then tracked down and confronted Lubane, who did not survive their encounter. Superman then flew to the capitol city and disrupted a stalemated peace conference, in which bad-faith negotiators from both factions were making no progress. He threatened to knock down the building in which they were haggling, with all the negotiators inside it; they very quickly reached a mutually acceptable agreement, and the civil war was ended.[1]
Earth-One
Boravia was a small, traditional monarchy in the Alps. In 1958, a treasonous nobleman, the so-called "Iron Duke", attempted to take control of the nation, and Rudolph, the king, fled the capital. The king's courtiers dragooned a member of the famous Blackhawk Squadron, Hendrickson, into impersonating the missing king. Hendrickson called in this team-mates, and after a violent battle between the loyal and disloyal forces, they overthrew the usurper, restoring the rightful king to his throne.[2]
DC Universe
Boravia was an ally of the United States of America and governed by President Vasil Ghurkos. Ghurkos allied with Lex Luthor, who would give Boravia the weaponry to conquer the nation of Jarhanpur, which would then be split between Ghurkos and Luthor. However, the invasion was foiled by Superman, who wrecked the Boravian military and pinned Ghurkos to a cactus. This led to international controversy.
Later, when Superman was incapacitated after his imprisonment in Luthor's pocket universe and then distracted by a crisis created by Luthor collapsing one of his portals, Ghurkos once again commanded Boravian forces to invade Jarhanpur. However, they were stopped by the Justice Gang.[3]

Notes
- Boravia is explicitly located in Europe, in the Blackhawk story, and is probably in Europe, in the Superman story.
- In the Blackhawk story, Boravia is described as a small Alpine kingdom, "not far from Hendrickson's old country", referring to the Netherlands.
